There is a voice in society that says about environmental protection: "The reason why pollution cannot be eradicated is because the punishment is not strong enough and the cost of violating the law is low

Based on this understanding, after the country stopped the "one size fits all" and "stop work orders", some people expressed concerns. What if there is a lack of strong pollution control measures and insufficient environmental protection efforts?

It seems that without the "one size fits all" and "stop work orders", China's environmental law enforcement will not be insufficient, but will become more refined, precise, and healthy. There are four reasons for making this judgment:

1、 Environmental Inspection Action

At the end of 2015, a pilot project was launched in Hebei, and from 2016 to 2018, the central environmental inspection and "look back" were carried out nationwide, which had a great deterrent effect on "scattered pollution" enterprises and environmental violations. In response to the central call, many places have also actively carried out targeted provincial and municipal environmental inspections.

The environmental inspection campaign launched from top to bottom has formed an "environmental storm", with strict enforcement and accountability, greatly promoting the construction of the central and provincial environmental inspection system. According to the plan of the Ministry of Ecology and Environment, the second round of central environmental inspection will also be launched in 2019 for a period of three years.

2、 Complete legal system

In 2015, the implementation of the "strictest" new environmental protection law in history was launched, followed by the gathering of the "three major ten measures" of water, gas, and soil, the pollutant discharge permit system, the Soil Pollution Prevention and Control Law, and the new version of the Environmental Impact Assessment Law& hellip; They have been introduced and implemented one after another. In recent years, environmental laws and regulations have erupted, covering every corner of China's ecological civilization construction.

The past loopholes have been closed, punishment measures have been strengthened, and various emission standards have been raised. It is not an exaggeration to say that the speed at which China's environmental protection legal system has been established and improved is unprecedented, providing strong support for environmental law enforcement work. Control pollution in accordance with the law, and pollution has nowhere to hide.

3、 Monitoring network construction

The environmental monitoring network is the "thousand mile eye" and "windward ear" of environmental protection work. The reform of the vertical management system for monitoring, supervision, and law enforcement of ecological environment institutions below the provincial level has been basically completed, and the integrated ecological environment monitoring network of heaven and earth has also been basically constructed. Every move related to environmental issues can be seen at a glance.

In addition, the continuous addition of new technologies and methods such as big data, drones, and satellite remote sensing technology has provided tremendous impetus for the improvement of environmental monitoring networks. 4、 The public actively reports

A person in charge of the Ministry of Ecology and Environment once stated that in the promotion of central environmental inspection work, many environmental violations are actually reported by the general public and discovered by members of the inspection team. The environmental awareness of the general public has awakened, and they will not allow pollution problems to affect their lives and health.

Moreover, the country has now introduced relevant provisions for public participation, and many places also offer cash rewards for pollution reports, which greatly stimulates the enthusiasm of the public to report. It is said that the eyes of the masses are sharp, but how can we lack their support in dealing with pollution problems.

With the above four magic weapons, even without the "one size fits all" and "stop work orders", environmental protection work will not relax or slack off, let alone appear weak.
