近年来，梁山县杨营镇立足于建设资源节约型、环境友好型社会，共关闭排放不达标的小淀粉企业98家，2007年全镇盘活存量土地230亩，在未增加一分建设用地的情况下，吸引资金5.6亿元。
梁山县杨营镇是全国闻名的粉条之乡，粉条产业在给该镇带来大量税收的同时，由于污水排放不达标，也造成了环境污染。2006年该镇依法关闭了98家水质排放不达标的淀粉企业，腾出了大量建设用地。2007年初，杨营镇以国土部门牵头，对全镇闲置土地进行了清理，并制定优惠政策，利用闲置土地大力招商引资，重点引进符合国家产业政策、科技含量高、发展潜力大的项目。全年盘活存量土地230亩，引进投资2000万元以上的项目8个，吸引资金5.6亿元，实现了保护耕地与保护发展用地的双赢。
