根据国务院领导同志的批示精神，为保障南方销区和养殖大省玉米市场供应，根据中央储备玉米竞价销售成交情况，2月29日，国家发展改革委、国家粮食局、财政部、铁道部、农发行、中储粮总公司联合下发通知，下达2008年第一批中央储备玉米跨省移库计划46万吨，此次安排调出的玉米为东北地区现有中央储备库存中的玉米。调出地区分别为内蒙古7万吨、辽宁10万吨、吉林16万吨、黑龙江13万吨，调入地区分别为江苏3.5万吨、浙江1.1万吨、福建4.6万吨、广东17.4万吨、海南4.5万吨、广西8.4万吨、四川5.1万吨、重庆1.4万吨。国家有关部门将根据东北地区中央储备和国家临时储存玉米收购情况，另行研究下达后续批次的跨省移库计划。
通知强调，做好中央储备玉米跨省移库工作，是进一步加强粮食市场宏观调控的一项重要措施，各地各有关部门要进一步提高认识，加强领导，认真抓好各项工作的落实。有关落实情况和工作中遇到的问题，要及时报告国家有关部门（单位），以便协调解决。
