随着玉米国际市场价格的走低,以及斯里兰卡玉米种植面积的增加,为保护本国玉米种植者的利益,斯里兰卡政府决定于2009年开始控制玉米的进口。具体的办法为:1、自2009年1月30日起,对玉米进口征收35%的关税;2、自2009年3月11日起,对玉米实施进口管制,玉米进口商需向农业局审领许可证;3、自2009年3月11日起, 自动取消外国投资企业被授予的玉米进出口权。
据悉,斯里兰卡2008年玉米种植面积为5.2353万公顷,玉米产量11.5243万吨,同年进口玉米8.249万吨。斯里兰卡政府预计2009年玉米种植面积将达6.585万公顷,产量至少可达到11.2万吨。
斯里兰卡限制玉米进口的主要目的是在全球玉米价格下降的条件下, 确保本地玉米价格可以维持在28卢比/公斤以上。
