Actively guide diversified entities to enter the market for procurement, strive for financial institutions to increase their support for market-oriented grain procurement credit, improve the coordination mechanism for corn transportation, strengthen the connection between production and sales, and ensure the smooth progress and practical results of the reform of the corn storage system and procurement work. The main production areas of rice and wheat should also conduct in-depth research and improve grain storage policies, better play the guiding and regulating role of the market, and better ensure the absolute safety of food rations.

Accelerate the process of reducing grain inventory. Reasonably determine sales plans, sales prices, and sales methods. Thoroughly study and digest grain, especially corn inventory, expand new ways of effective consumption, accelerate grain processing and transformation, and cooperate with efforts to expand fuel ethanol production and usage areas. Carry out the "High Quality and High Price" policy, guide farmers to adjust the structure of grain varieties, increase income through the market, and improve the effective supply of grain and oil. Guide grain enterprises with conditions to build high-quality grain bases through order acquisition, cooperative investment, and other methods, cultivate a high-quality grain and oil business model from the field to the dining table, and increase the supply of safe, high-quality, green, and healthy mid to high end grain and oil.

Accelerate the construction of a national electronic trading platform for grain. Expand the "National Grain Unified Bidding Trading System" from policy based grain auctions to a national electronic trading platform for grain, achieving full coverage and platform networking of 31 provincial-level grain trading centers, and extending to cities and counties. All regions should actively guide production areas, grain farmers, and new business entities to sell grain online, and guide sales areas and grain consuming enterprises to buy grain online. We need to establish a post harvest service system for grain production, with state-owned grain enterprises as the main body, focusing on carrying out the "five generations" of storage, drying, quality inspection, processing, and sales services. We will build post harvest service centers for grain production to provide specialized services for new agricultural operators and small farmers. We need to accelerate the development of grain processing and transformation, actively promote moderate processing of grain and oil, enhance the industrialization level of staple foods, develop whole grain foods, and improve the comprehensive utilization rate of by-products in grain processing. Adjust the industrial structure, improve the grain processing industry system and industrial chain, and increase the effective supply of grain deep processing products needed in chemical, pharmaceutical, health and other fields.
