Nanning City introduces rice production subsidy policy
In order to improve the subsidy policy for grain production, enhance the enthusiasm for planting grain, and stabilize the rice planting area, the "Implementation Plan for Rice Production Subsidies in Nanning City in 2020" (hereinafter referred to as the "Plan") was recently issued.
The Plan specifies the subsidy recipients, application conditions, and subsidy standards. This year, our city will provide subsidies to grain producers, including large-scale grain growers, family farms, farmer cooperatives, and agricultural enterprises, who plant more than 20 acres of rice (both morning and evening) on the same plot of land. Business entities that only plant early rice, mid rice, late rice or other crops, and only purchase grain from farmers in the form of orders, will not receive subsidies.
The same subsidy standard is implemented throughout the city: a subsidy of 100 yuan per mu (for areas over 50 mu, it can be combined with the support policies of the autonomous region). The relevant person in charge of the Municipal Agriculture and Rural Bureau introduced that taking grain producers who plant 20 acres of rice as an example, the subsidy can reach 2000 yuan. Grain producers who plant 50 acres of rice can enjoy corresponding subsidies in addition to a 5000 yuan subsidy, in accordance with the provisions of the "Notice of the General Office of the People's Government of Guangxi Zhuang Autonomous Region on Several Measures to Support Winning the Battle of Epidemic Prevention and Control and Promote Stable Economic Operation" (Guizhengbanfa [2020] No. 6), which stipulates that "grain producers with a planting area of more than 50 acres can receive a subsidy of 50-100 yuan per acre, and business entities with a planting area of more than 50 acres using the 'early rice+late rice (corn, vegetables)+potato' continuous rotation mode can receive a subsidy of 800 yuan per acre". The above person in charge said that he hoped to improve the enthusiasm of grain growers in our city for rice production and alleviate the impact of adverse factors such as the COVID-19 on food production through subsidies and incentives in the autonomous region and Nanning City.
The "Plan" specifies the application conditions as follows:
Large scale planters: Those who have signed land transfer contracts before April 1, 2020, or have committed to free cultivation and cultivation, or voluntarily cultivate more than 20 acres of wasteland for rice cultivation, are eligible to apply.
Family farms, farmer cooperatives, and agricultural enterprises: those registered before December 31, 2019, with no adverse records, are eligible to apply.
The Plan emphasizes that applicants must truthfully fill in the subsidy area and must not engage in fraudulent behavior. If fraudulent behavior is found, and the declared area does not match the actual planting area due to subjective reasons, the subsidy funds will be recovered and the city will be notified. Within 3 years, applicants are not allowed to apply for project subsidies and agricultural subsidies in Nanning City. The agricultural department will not recommend applying for project subsidies and agricultural subsidies at the city level or above in Nanning City. Those who fraudulently obtain huge amounts of subsidies shall be transferred to judicial authorities for handling.
